Did you fail the Civil Service Exam despite having several years of government service? You may qualify for up to 10 additional points through the Civil Service Commission’s Career Service Eligibility–Preference Rating (CSE-PR) program.
The benefit is available to specific government workers who meet the service, examination rating, performance, and application requirements. It is not automatically granted to everyone working in government.
Under CSC Resolution No. 2600729, the updated minimum service requirement is five aggregate years. If you have read older guides requiring ten years, those refer to the previous policy.
Here are the CSE-PR requirements, documents, fees, and application steps.
What Are the Civil Service Exam Additional 10 Points?
CSE-PR allows qualified applicants to receive enough additional points to bring their failed Civil Service Exam rating to 80.00, the passing mark.
The program covers both the Professional and Subprofessional levels. However, applicants do not necessarily receive the full ten points.
| Original examination rating | Additional points | Resulting rating |
|---|---|---|
| 70.00 | 10.00 | 80.00 |
| 75.50 | 4.50 | 80.00 |
| 78.00 | 2.00 | 80.00 |
| 79.10 | 0.90 | 80.00 |
For example, an applicant with a rating of 75.50 receives 4.50 points upon approval, bringing the rating to 80.00.
Who Can Apply for CSE-PR?
The updated policy covers the following categories:
- Job Order workers;
- Contract of Service workers;
- Casual employees;
- Contractual employees;
- Coterminous employees;
- Employees holding Category III and Category IV positions;
- Career service employees with first-level eligibility;
- Military and uniformed personnel;
- Temporary employees; and
- Government interns.
Military and uniformed personnel coverage includes the AFP, BFP, BJMP, BuCor, PCG, PNP, and the Hydrography Branch of NAMRIA.
Applicants must still satisfy all qualification requirements. Being a JO, COS, or other covered worker does not automatically entitle someone to additional points.
CSE-PR Requirements for 2026
1. At least five aggregate years of qualifying service
Applicants must have rendered at least five aggregate years of qualifying government service as of the application date.
Aggregate service means accumulated qualifying service. The policy recognizes combinations of covered service in one or more government agencies, including service rendered on a full-time or part-time basis.
The wording also covers those who previously rendered qualifying service, subject to the other requirements.
2. A failed examination rating of at least 70.00
Applicants must have obtained a rating of 70.00 to 79.99 in a covered Professional or Subprofessional examination.
The earliest covered examinations differ by worker category:
| Category | Earliest covered examination |
|---|---|
| JO, COS, casual, contractual, coterminous, Category III and IV workers, and career employees with first-level eligibility | March 3, 2024 CSE |
| Military and uniformed personnel | August 10, 2025 CSE |
| Temporary appointees and government interns | August 9, 2026 CSE |
These dates identify the examinations covered by the policy. They do not reopen applications whose filing periods have already expired.
3. At least Very Satisfactory performance
Applicants need at least a Very Satisfactory (VS) performance rating, or its equivalent, in the latest/available two rating periods preceding the application.
Both the detailed guidelines and the revised application form specify Very Satisfactory.
4. Complete application within six months
The application and complete supporting documents must be submitted within six months from the release of the examination results.
Do not count the six months from the examination date.

Important Rules Before You Apply
CSE-PR may be availed of only once. Someone granted Subprofessional eligibility through this program cannot later obtain Professional eligibility through another CSE-PR application.
The resulting eligibility corresponds to the examination level taken and becomes effective upon CSC approval.
Eligibility also does not automatically guarantee a permanent appointment or promotion. Applicants must still meet the other requirements of the position and undergo the applicable appointment process.
If you meet the qualifications, begin gathering your documents before the deadline. Refer to the official CSC checklist and contact the concerned Regional or Field Office for instructions specific to your application.
