TOPNOTCHERS: November 2025 CELE Top 10 Examinees

The Professional Regulation Commission (PRC) has released the results of the Civil Engineers Licensure Examination (CELE) November 2025. The Top 10 passers include the examinees with the highest scores, reflecting their proficiency and competence in Civil Engineering.

The official Top 10 ranking highlights those who performed exceptionally well in this licensure examination.

The successful examinees who garnered the ten highest places in the November 2025 Civil Enginners Licensure Exam are the following:

Initial Registration Schedule and Requirements

The PRC will announce the schedule for the initial registration of newly licensed Civil Engineers who passed the November 2025 CELE.

Registration will be conducted online through the PRC Online Services portal at online.prc.gov.ph. Examinees must secure an online appointment before proceeding to the PRC office for the issuance of their Professional Identification Card (PIC) and Certificate of Registration.

Registration Requirements

Passers must prepare the following documents:

  • Notice of Admission (NOA) – for identification purposes
  • Duly accomplished Oath Form or Panunumpa ng Propesyonal
  • Two (2) passport-sized ID photos on a white background with complete name tag
  • Two (2) sets of Documentary Stamps
  • One (1) short brown envelope

Examinees are encouraged to verify their names in the official list of passers before setting an appointment.

Oath-Taking Ceremony Schedule

The official schedule of the mass oath-taking ceremony for newly licensed Civil Engineers will be announced soon by PRC. Examinees who wish to participate in the face-to-face ceremony must register online no later than 12:00 noon of the day before the scheduled event via online.prc.gov.ph.

Those who cannot attend the face-to-face event may opt for the virtual oath-taking or request a special oath-taking ceremony.

For virtual oath-taking, passers must:

  1. Secure an online appointment at online.prc.gov.ph and select “e-OATH” as the transaction type.
  2. Note that online registration closes five (5) calendar days before the scheduled oath-taking date.
  3. Print the “Oath of Professional” form, downloadable from the PRC website under Online Services.

After completing the oath-taking ceremony, newly licensed Civil Engineers must proceed with initial registration by securing another online appointment through the PRC Online Services portal to claim their PIC and Certificate of Registration.

Previous CELE Top Performers

In the most recent CELE held in April 2025, 4,940 out of 16,913 examinees passed (29.21%). Carlos Miguel Fabon Mariano from Pamantasan ng Lungsod ng Maynila ranked first with a 93.00% rating, followed by Nur Hameen Cabugatan Interino from Mindanao State University – Iligan Institute of Technology, who earned 92.60%.

In the November–December 2024 CELE, 6,835 out of 18,436 examinees passed (37.07%). Francis Charles Pepito Lauta from University of Cebu ranked first with a 93.25% rating, followed by Josh Andrew Medina Martija from University of the Philippines Diliman, who obtained 92.50%.
