How to Register to LTO Online System (LTMS Portal)

The Land Transportation Office (LTO) has switched to Internet-based digital to cater LTO online services for its customers via its new online system, the Land Transportation Management System (LTMS). With the launch of the LTMS, submitting your driver’s license application and renewal, student permit application, or vehicle registration renewal is now more convenient than ever. The LTO online appointment system is part of the agency’s move to the new normal and is intended to make future transactions more convenient.

So, if you are intending to apply for or renew your driver’s license or motorcycle registration, you may now do it online using the LTO’s LTMS. You can learn how to use LTO’s online services by following along with the instructions provided in this LTO LTMS 2022 guide.

How to Create an Account in LTO LTMS Portal

To use the new LTO online system, you must enroll for an LTMS account first on the LTMS Portal. To do so, you’ll need to follow these 9 easy steps:

Step 1. Access the LTMS portal website by entering the following URL: After the webpage loads, click the Register Now button.

Step 2. Read the Terms of Service and tick the box that states you accept them, then complete the CAPTCHA to prove that you are not a bot. Click the “next” button to proceed to the next page.

Step 3. On the registration page, click the “Enroll as an Individual” option.

Step 4. If you already have a driver’s license, click the Yes button then fill out the online form. Otherwise, click the “No” button to proceed. If your license number is not being recognized or does not match any records, just click the “No” button the proceed to the next stage of the registration.

Step 5. Create an account by filling in all the required information. Use an active email address you have access to.

Step 6. An email will be sent to your registered email address for verification purposes. Click the link to activate your registration. You will be directed to the LTMS website upon clicking the verification link issued to your email. Complete your profile by providing the rest of the information needed.

Step 7. When you’re finished, the portal will give you a 15-digit number as your username. You need this to log in to the LTMS to gain access to your account, so make sure you either utilize your device’s/browser’s password autofill option or remember it. In my case, I am using a password manager to save the details.

Step 8. When you log in, you will be asked to assign and confirm a new password (at least eight characters long, one alphabet, one number, uppercase letters, and lowercase letters). Click the Set Password for Login button to confirm.

Step 9. After creating your LTMS account, log in to the system with your 15-digit username and the set password. You may now start doing your transactions with the Land Transportation Office.
