The Professional Regulation Commission (PRC) announces that the Civil Engineers Licensure Examination (CELE) November 2025 results are officially released today, November 28, 2025, five working days after the exam. This exam was conducted on November 22 and 23, 2025, following the cancellation of the previously scheduled September 27 and 28, 2025 exam due to inclement weather. The PRC postponed the September exam to ensure the safety of examinees and examination personnel.
The November 2025 CELE was administered in PRC testing centers nationwide, including NCR, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Ilocos Sur.
The licensure examination was overseen by the Board of Civil Engineering, headed by Chairman Engr. Praxedes P. Bernardo, with members Engr. Pericles P. Dakay and Engr. Romeo A. Estañero.

Initial Registration Schedule and Requirements
The Professional Regulation Commission (PRC) will announce the schedule for the initial registration of newly licensed Civil Engineers who successfully passed the November 2025 CELE.
Registration will be conducted online through the PRC Online Services portal at online.prc.gov.ph. Examinees are required to secure an online appointment before proceeding to the PRC office for the issuance of their Professional Identification Card (PIC) and Certificate of Registration.
Registration Requirements
Passers must prepare the following documents:
- Notice of Admission (NOA) – for identification purposes
- Duly accomplished Oath Form or Panunumpa ng Propesyonal
- Two (2) passport-sized ID photos on white background with complete name tag
- Two (2) sets of Documentary Stamps
- One (1) short brown envelope

Oath-Taking Ceremony Schedule
The official schedule of the mass oath-taking ceremony for newly licensed Civil Engineers will be announced soon by the PRC. Examinees who wish to participate in the face-to-face ceremony must register online no later than 12:00 noon of the day before the scheduled event via online.prc.gov.ph.
Those who cannot attend the face-to-face event may opt for the virtual oath-taking or request a special oath-taking ceremony. Once confirmed, the PRC will post the official schedule and details on its website and social media pages.
For virtual oath-taking, passers must:
- Secure an online appointment at online.prc.gov.ph and select “e-OATH” as the transaction type.
- Note that online registration closes five (5) calendar days before the scheduled oath-taking date.
- Print the “Oath of Professional” form, downloadable from the PRC website under Online Services.
After completing the oath-taking ceremony, newly licensed Civil Engineers must proceed with the initial registration by securing another online appointment through the PRC Online Services portal. This process is required to claim their Professional Identification Card (PIC) and Certificate of Registration, officially recognizing them as Registered Civil Engineers (RCE).
Previous CELE Results
In the most recent CELE held in April 2025, 4,940 out of 16,913 (29.21%) examinees passed. Carlos Miguel Fabon Mariano from Pamantasan ng Lungsod ng Maynila ranked first, earning a 93.00% rating, followed by Nur Hameen Cabugatan Interino from Mindanao State University – Iligan Institute of Technology, with 92.60%. The University of the Philippines Diliman was the top-performing school, posting a 98.21% passing rate.
In November-December 2024, 6,835 out of 18,436 (37.07%) examinees passed. Francis Charles Pepito Lauta from the University of Cebu ranked first with a 93.25% rating, followed by Josh Andrew Medina Martija from the University of the Philippines Diliman, with 92.50%. UP Diliman was the top-performing school, with an overall 93.18% passing rate.
