NAPOLCOM Exam Application using NORIS: 2023 Guide

Civilians and PNP personnel who wish to take future PNP Entrance and Promotional Examinations must now register on the new NAPOLCOM Online Registration Information System (NORIS). For the December 2022 exams, the National Police Commission (NAPOLCOM) will introduce the new NORIS so that an electronic application form can be filled out, sent, and printed online. This new online system will speed up the application process.

According to NAPOLCOM, the NORIS (formerly known as OLEASS) permits entrance exam candidates to choose the examination center where they want to take the exam regardless of where they live. But for police officers who want to take a promotion exam, the computer system picks the testing center based on their home address or the address of their unit or assignment.

The PNP Entrance Examination is open to all Filipino citizens who are 21–30 years old with a bachelor’s degree. NAPOLCOM gives those who pass this test the PNP Entrance Eligibility. This allows them to be hired as a Patrolman or Patrolwoman, as required by section 30 of RA 6975 as amended by RA 8551.

On the other hand, only qualified uniformed PNP members can take the Promotional Examinations. They must meet the minimum requirements regarding rank and eligibility to take the examination.

NAPOLCOM Exam Schedule

The NAPOLCOM will administer the PNP Entrance Exam on December 3, 2022, and the PNP Promotional Exam on December 4, 2022. Applicants must register and apply using NORIS. The system will remain available for registration and acceptance until November 2, 2022 only.

How to Apply Online using NORIS

Before creating an account in the NORIS, you must prepare first the scanned copies of the documentary requirements. To register an account, please follow the steps below:

1. Go to the NORIS website

Using a computer with a good internet connection, go to https://napolcom-noris.org/ using your preferred browser. If you are experiencing an SSL (HTTPS) error, check the date on your device, clear your browser cache then try to connect to the site again.

2. Register an Account

Click the Register Here link to create an account. Read their privacy policy then click the Proceed button to continue.  On the next window, indicate your client category whether you are a civilian or an existing PNP personnel. Fill out the online application form then click the Create a New Account button. Please enter a valid email address and phone number as you will need these things to log in to the system or recover your account if you lost your password.

3. Log in to NORIS

Go back to the login window then enter your login credentials. Kindly fill out and edit the personal details such as personal, address, and educational information required in the fields. Do not leave a blank space and type N/A if the required field is not applicable to you. Click the Next button to proceed to the next page then upload the required documents.

You will not be able to alter or change a document once it has been uploaded and submitted. Don’t create a new account if you made a mistake encoding your data or didn’t send the correct document. You will make a duplicate entry in the system. The best course of action is to wait for your application to be rejected. Once your application has been rejected, you can make the necessary changes to your information and upload the appropriate supporting documents.

Once you’ve finished encoding the relevant information, the NAPOLCOM Regional Office will validate all the documents you’ve submitted. The validation process may take 1 to 2 working days.

4. Submit your Application

After 1-2 working days, log in to your NORIS account to see if the NAPOLCOM Regional Office has approved the uploaded scanned documents. Once the documents have been documented, the available test center and apply buttons are displayed. Click the Apply Examination button and choose your region, testing center, exam category, and exam date. Finally, click the apply button to submit your application.

5. Pay the Examination Fee

A FOR PAYMENT validation status will appear in your NORIS dashboard, advising you to proceed to the Regional Office to pay the examination fee corresponding to the applied examination. Bring a valid ID for identification and one (1) legal-sized envelope with a postage stamp costing Php 21.00. You can also pay the examination fee via an electronic payment method. Applicants who paid their exam fees electronically do not need to come to the Regional Office to submit the required legal-sized envelope. You will submit the envelope with your printed examinee profile on the examination day.

6. Print the NOA and Examinee Profile

Following payment validation, the FOR EXAMINATION status and Printed NOA buttons will show on your NORIS account. Print the system-generated Notice of Admission (NOA) and Examinee Profile (EP). On the examination day, the proctor will collect the NOA and EP.

Documentary Requirements

Here are the required documents to prepare before creating an account. Make sure to scan the documents in the applicable format.

For PNP Entrance Examination:

  • One (1) government-issued valid ID with signature (SSS, GSIS, Voter’s ID, Postal ID, Passport, Driver’s License, PRC License, etc.);
  • PSA-issued birth certificate;
  • Complete Transcript of Records with Special Order issued by CHED (if applicable);
  • Diploma from CHED-accredited schools, state universities, and colleges;
  • Passport-size photo with name tag (without a cap with white background and complete name tag;
  • Specimen signature
  • Certified True Copy of Appointment/General Order (for a Patrolman/woman with the temporary appointment;
  • Other supporting documents (if any).

For Promotional Exam

  • One (1) government-issued valid ID with signature (SSS, GSIS, Voter’s ID, Postal ID, Passport, Driver’s License, PRC License, etc.);
  • KSS/Promotion Order;
  • Passport-size photo with name tag (without a cap with white background and complete name tag (indicate rank before the first, middle, and last name);
  • Specimen signatures; and
  • Other supporting documents (if any).

What to Wear During Exam?

The PNP follows a dress code even at the examination. You should wear a plain white T-shirt or white polo shirt, dark pants and shoes. For promotional examinations, examinees are required to wear GOA Type B (in field cap, no awards/medals, only accouterments) or the PNP Patrol Shirt. Applicants who fail to meet the prescribed attire will not be allowed to enter the examination center.

What to Bring During Exam?

You need to bring the following on the examination day:

  • Printed Notice of Admission (NOA) and Examinee Profile (EP);
  • Pencil No. 2;
  • One (1) Government-issued ID with signature (SSS, GSIS, Voter’s, Postal, Passport, Driver’s License, PRC, etc.). STRICTLY “NO I.D, NO EXAMINATION”;
  • Filled-out Health Declaration Form (to be given by the NAPOLCOM Regional Office);
  • Any of the following (electronic, picture, photo, or original copy), for presentation only: Vaccination Card (for fully vaccinated individuals) AND a Medical Certificate issued by a Licensed Private Physician OR Government Physician; Negative Reverse Transcriptase Polymerase Chain Reaction (RT-PCR) Test Result (for non-fully vaccinated and unvaccinated individuals) issued within 72 hours before the exam; Negative COVID-19 Antigen Test Result (for non-fully vaccinated and unvaccinated individuals) issued within 72 hours before the exam;
  • Any other requirements as may be required by the LGU in their testing centers (if any).

What is the Passing Score?

You must obtain a score of at least 70% to pass the PNP Entrance and the Promotional Examinations.

When is the Release of Results?

The NAPOLCOM exam results will be posted on their official website and at the NAPOLCOM Central Office 3 to 4 months after the examination. The regional list of passers will also be available in each of the NAPOLCOM Regional Offices nationwide. The ratings can be viewed using the Online Verification of Rating system at the NAPOLCOM official website.

A Report of Rating (RR) will be mailed to the passer’s mailing address. If you successfully pass the test but did not receive the RR via mail, you may request the issuance of a certificate from the NAPOLCOM Central Office.
